The public beaches do allow topless sunbathing in Punta Cana, D. This feature is not available right now. Travelling to Punta Cana first days of May - Bahia Principe specifically (Bavaro).
Wondering if topless at the beaches is still fairly normal there?

In our travels to Sunscape The Beach, now Dreams Punta Cana - we have found that the beach there is often topless. The resorts do not allow topless sunbathing around the pools but the beaches are often topless ! Sunbathing topless there on the beach was no problem. You get use to it though, and it really is no big deal to it.

No issues with topless around their pools. Secrets caters to a multi national crowd as I think most of Punta Cana does. Secrets is also a spectacular resort I would highly recommend it. There are private hotels that cater to the nudist segment by conducting special events (Rarely) but we have no public nudist beaches. Although it is technically not legal they do accept and tolerate it on the beach at the resorts.
You will however never find a Dominican women topless. You do see the odd topless woman on the beach yes. Not all that many because the resorts are quite American an Canadian orientated and most of them.
